This study is about the policy dilemma and policy maker’s counter plan occurred in the process of sending terrestrial broadcasting contents to cable broadcasting. During the process of resending ground wave broadcast’s contents to new media, ground wave broadcast demand contents usage fee that had not been asked before, and new media medium claimed about this. Due to this, policy maker encountering the dilemma that whichever it chooses policy between terrestrial broadcasting and new media. From this situation, policy maker counteract such as delaying policy decision, take formal action. Because of those policy action, related businesses had a fiasco in business performance, and gave negative influence to contents industry. Therefore we can know that during the contents policy dilemma, it is better to set the policy goal clearly, and have a quick policy decision.
