This study aims at examining the institutionalization of local associations of labor, management, government and community as an integrated employment and labor governance. This research empirically analyzed three Gwangju four party associations established in Gwangju metropolitan city, Gwnagju Bukgu,and Gwangju Gwangsangu. Findings of this research and policy suggestions are as follows. First of all, the new governance of the local associations is changing to an "associational model" in which negotiations and concertation are the main principles for coordination. Secondly, major parties in the local associations show limited capabilities and representativeness in fully utilizing the "associational model". Thirdly, low recognition of the local associations among the interest groups could incur lack of legitimacy of the local associations. Fourthly, Strong policy supports from the local and the national level are needed in order to strengthen the structure of the association and the capacities of the concerned parties as well.
