Modern information and communication technology has rapidly changed society as a whole. Social change through information has changed the system of information production exchange. The purpose of this study is to identify the relationship between ICT and social capital, paying attention to the controversy over the positive negative relationship between ICT and social capital in the tourism special zone. There fore, this paper aims to investigate the effect of ICT usage behavior characteristics on social capital composition. To this end, the theoretical discussion on ICT and social capital is examined, and the relationship between ICT and social capital is verified through statistical method. ICT provides applications for building effective social capital in special tourism districts.Since the establishment of social capital is influenced by the purpose of information utilization, it is necessary to utilize the inter-terminal which acts as a mediator to effectively share information. This is possible byexchanging trust information with various individuals and organizations online, and common norms for such discussions should be established.
