The purpose of this study was to investigate relations between expected effect of legacy for 2018 PyeongChang Winter Olympics, community consciousness and behavior intention. For this purpose, the study selected, as the population, local residents living in Pyeongchang-gun, Gangneung-si and Jeongseon-gun, Gangwon-do during the Olympics. The study analyzed data of 226 persons using convenience sampling among local residents in three areas during the Olympics. Collected data, using SPSS ver 22.0, underwent frequency analysis, exploratory factor analysis, reliability analysis, correlation analysis and multiple regression analysis. The study found outcomes as follows. First, expected effect of legacy had a positive effect on sense of solidarity in the order of its economic/industrial effect and sociocultural effect, while expected effect of legacy had a positive effect on sense of belonging in the order of its economic/industrial effect and environmental effect. Second, community consciousness had a positive effect on the variable of recommendation in the order of its sense of belonging and sense of solidarity. Third, expected effect of legacy had a positive effect on visit in the order of its economic/industrial effect and environmental effect, while expected effect of legacy had a positive effect on recommendation in the order of economic/industrial effect and sociocultural effect.
