The participatory government of Roh Moo-Hyun Administration, along with its inauguration, has initiated the decentralization policy as one of the stepping stones for better national development. The policy is sure to have a greater impact on local entities than ever before. Thus, each local society is being pressured to transform itself into a local governance drawing on the co-operative networks with business, mass media, colleges and NGOs from the earlier local government-oriented managements. It''s hoped that the introduction of local governance will metamorphose local governments into community-owned ones, which shall work as the alpha and omega of democracy in local societies free from dominance of the central government
